Reform of Hamburg's parking space regulations

Outlook on future changes

The Instruction 1/2013 of the (former) Department of Urban Development and the Environment of the Free and Hanseatic City of Hamburg, which specifies the design values for the number of necessary parking spaces and bicycle spaces in accordance with Sec. 48 HBauO, will lose its validity at the end of 6 June 2021.

The Department of Urban Development and Housing is currently working on a reform of Hamburg's parking space regulations. Among other things, it is planned to expand the possibilities of reducing the parking space requirement under special conditions (e.g. job ticket, combination ticket, etc.).

In addition, the so-called "reduction area" is to be extended. In the reduction area, the number of parking spaces to be created will be reduced to 25 % of the number of parking spaces actually required on the basis of § 48 para. 4 HBauO. Up to now, the reduction area has only covered the core area of Hamburg's city centre. We expect the reduction area to be extended to the HafenCity area.
